The ability to develop tables and cells in a HTML editor is one of the big advantages of using such a program over coding.  Dreamweaver has 3 modes of tables and cells: Standard, Expanded and Layers

To have more control over tables one should switch from
the common group to the layout layout group.



This will bring up a new set of options.

The Standard table and cell view  Use for page Layout
The Expanded table and cell view is often the best for editing cells (read page 160)
The Layout table and cell view - use for drawing cells

         go to Modify>Convert>Layers to Cells
