Title: Policy Adoption, Revision, Review &
Presentation
The Tiverton School Committee believes that the development, revision and adoption of policies and procedures for the Committee and the District must ensure that key stakeholders (residents, parents, students, faculty, staff and other interested parties) have the opportunity to participate. Polices must encourage the continued growth of the school system. Polices must also provide an effective framework to guide the Superintendent and administrators in the daily operations of the District yet be flexible enough so as to not unduly restrict the Committee and the Superintendent from carrying out their duties and responsibilities.
The following procedures for the development, revision and adoption of School Committee and District policies hereby adopted:
1)
The School Committee shall include an item entitled Policy
Development, Revision and Review and it will be placed on the first agenda of
each month. This does not preclude the
School Committee from placing an item on the agenda at any regularly scheduled
meeting.
2)
All proposals must be submitted in writing no later than 7 days
prior to the first regular scheduled School Committee of the month, in a format
developed by the Superintendent.
3)
The Superintendent shall place this under the School Committee
Policy Development, Revision and Review on the first regularly scheduled School
Committee meeting of the month.
a) The Committee shall hear
testimony from any interested party wishing to provide such testimony. Written testimony will be accepted in place
of verbal testimony.
b) Following the testimony, the
Committee members may discuss the proposal and any amendments suggested to the
proposal.
c) Following any discussion, or
following testimony if no discussion is had, the Committee shall vote on
whether or not to adopt the proposal with any amendments to it. A majority vote of the Committee is required
for passage.
4)
If the Committee believes that the proposal requires further
review, the Chairperson may assign a member of the Committee to convene a group
to review the proposal and recommend appropriate action to the Committee.
